Once you have passed through the security checkpoint at Stockholm Arlanda Airport, you can buy liquor, perfume and other products that contain liquid and take them on the aircraft.
For anyone who is flying out of Stockholm Arlanda and changing planes at another airport, slightly different regulations apply, since this usually means that you must pass through a new security checkpoint. So all liquids and cosmetics that you buy must be packed in a sealed plastic bag upon purchase.
